The drinking age is set by the country, not by the resort or by us. Every international destination we run is 18; every U.S. one is 21. That single line decides most under-21 trips.

The pattern is not a coincidence. Mexico, the Dominican Republic and the Bahamas all set the legal drinking age at 18. Florida and Texas set it at 21, and both of our Florida destinations note that it is actively enforced during March.

Being Under 21 Barely Costs More — It Changes What You Get

The two cheapest trips on our list are $549 — and both are 21+ and room only. So for an 18-year-old they are not options at all, and even at 21 that price buys a bed and taxes, nothing else.

The cheapest trip an 18-year-old can actually take is $599 at Occidental Caribe in Punta Cana. That is $50 more, and for it you get every meal and every drink at the resort plus round-trip airport transfers. Being under 21 does not push you toward a worse trip. It pushes you past the room-only tier entirely.

The 21+ Destinations Have Rules Beyond the Age

If your group goes domestic anyway — plenty do, and the drive-in ones are cheap — the age limit is not the only rule that catches people out.

Panama City Beach

Panama City Beach is in Florida, so a valid U.S. photo ID is all you need. The drinking age is 21 and it is enforced.

Fort Lauderdale

Fort Lauderdale restricts alcohol and glass containers on the public beach. Enjoy the beach by day and the A1A bars and venues at night, and follow posted beach rules.

South Padre Island

Unlike some Florida beaches, alcohol is permitted on the SPI beach, so much of the day scene is on the sand. Glass containers are banned on the beach — use cans, and drink responsibly.

What You Need to Get There

The 5 destinations that let an 18-year-old drink are the 5 that need a passport, valid at least six months past your return date. Processing takes weeks, so this is the first thing to sort — not the last. The 3 U.S. destinations need only a valid U.S. photo ID.

Can under-21s stay at an adults-only resort?

Sometimes. "Adults only" usually means 21+, but not always — a small number of properties set the minimum at 18, which is the only reason a college group can book one at all. Because resorts do not always publish this, confirm the minimum age for your specific property at the time of booking rather than assuming.
